Purpose:

The purpose of this qualification is to prepare a learner to operate as a Municipal Property Assessor. A Municipal Property Assessor (MPA) provides a number of services and support services within a municipality. They coordinate the implementation of the Municipal Property Rates Act (MPRA) in order to ensure compliance, collect data on properties determine the market value of a single residential property and maintain the integrity of data within a municipality, in so far as rating interface related matters are concerned. The MPA operates in metropolitan and local municipalities.

 

A qualified learner will be able to:

  • Monitor compliance to and coordinate the implementation of the MPRA within a municipality.
  • Collect data on property.
  • Determine the market value of a single residential property.
  • Provide support to the municipality and/or Municipal Valuer.
  • Monitor and maintain MPRA data/information integrity (Quality assurance (QA) process).

 

Rationale:

The country implemented the Municipal Property Rates Act (MPRA) - that necessitates specialised skills and competencies in municipalities for effective implementation and compliance to the MPRA. Currently, there are limited education and training opportunities available to produce competent people for implementation of the MPRA. Other challenges identified in the implementation of the Municipal Property Rates Act, include:

  • Limited or no capacity within municipalities dedicated to the MPRA function.
  • Lack of skills in mass valuation.
  • Poor control and management of data and evidence to support the MPRA.
  • Perceived inefficiencies in dealing with ratepayers and the levying of rates.
  • Generally poor understanding of the MPRA.
  • Inability to effectively manage general valuation contracts (service providers).
  • Inability to undertake quality assurance on valuation rolls being delivered. 

 

A combination of valuation, financial and data management are necessary occupational skills required in the majority of medium to smaller municipalities where there is no in-house professional Valuer. This qualification will meet the needs of the sector by improving the capacity, knowledge, skills and competencies of staff in municipalities to effectively implement the MPRA in areas such as mass valuation, control and management of data, dealing with ratepayers and the levying of rates, effectively managing general valuation contracts (service providers) and undertaking quality assurance on valuation rolls being delivered. The qualification provides for a part qualification for the Property Data Collector, which will create significant employment opportunities.

 

The qualification will also improve the property valuation and rating system in municipalities, ensure quality valuation rolls and reduce objections and appeals by ratepayers. Further, there will be an improvement in the management of external service providers appointed as Municipal Valuers in terms of the MPRA. The qualification is likely to improve the entry of people into the valuation profession and contribute to the transformation agenda of government. The qualification will enjoy recognition from the South African Council for the Professional Valuer Profession (SACPVP) in a registration category yet to be determined by SACPVP.

 

The learner completing this qualification should be able to pursue the National Diploma currently offered at universities as well as other professions within municipalities related to property valuation, finance or legal affairs. This is a nationally recognised qualification that will improve current knowledge, skills and competencies in performing the MPRA function in municipalities and provide an increase in employment opportunity and career-pathing generally.

 

The qualification will meet the objectives of the National Development Plan regarding Building a Capable State and advancing the transformation agenda in the valuation profession bringing in new entrants to the field of property valuation, who may be able to become professional Valuers in the long term. The society will benefit from a well-managed valuation and rating system in municipalities as ratepayers will have their queries, objections and appeals dealt with in an efficient manner.

Rationale:

Project Managers are the people in charge of a specific project or projects within a company or a government entity and any small or large scale development project requires high quality project management skills. The need for a qualification that will serve as a competency framework for the development of project managers is identified by a number of key government strategic frameworks and policy documents. Project Managers however can work in a variety of fields, from Information and Communication Technology, Human Resources, Advertising, Marketing, Construction and more.

 

Improved service delivery and economic growth in South Africa are dependent on the quality of project management skills available in the country. Project management is a cross-cutting function, needed in all social and economic sectors. This qualification presents a competency framework appropriate for South African contexts and was developed and closely benchmarked against international standards.

 

The qualification establishes a national standard for the training of fully qualified Project Managers and is closely aligned with international best practice.

The external assessment will be conducted through a combination of a written assessment and practical tasks (written case study report compiled with assistance of a mentor and formally presented to a panel) of registered assessors. Practical tasks will also be assessed by registered assessors. The combination of the written and practical assessment will be conducted over a period of two working days.

During both the theoretical and practical assessments, the learner must demonstrate knowledge and understanding of supply chain environments, supply chain operations, supply chain workflow, inventory and logistics operations and supply chain relationships.

CIPS qualifications are regulated internationally to ensure we offer a recognised, professional standard in procurement and supply. CIPS Level 4* Diploma in Procurement and Supply is a vocationally related professional qualification. Module purpose
On completion of this module, learners will be able to devise a business case for
requirements to be externally sourced and will understand the role of market management
and competitive forces as they specify goods and services in procurement and supply.
Module aim(s)
The development of a business case and the ability to analyse markets are key if an
organisation is to successfully source activity from external suppliers. Similarly, the
clear definition of specifications for through life contracts is crucial to overall business
achievement. This module is designed for those who are expected to analyse, interpret and
evaluate information on the different types of markets utilised by procurement and supply.
It explores a variety of elements that underpin the development of business cases and
specifications and considers the options that should be explored when procurement and
supply personnel are involved in defining requirements.

Module purpose

On completion of this module, learners will be able to identify the key stakeholders in the application of the sourcing process and analyse the procurement cycle, evaluating the influence that procurement and supply has as a source of added value for the organisation.

Module aim(s)
In any organisation, a significant proportion of costs are accounted for by the purchases of products and/or services, hence organisations see procurement and supply as a key contributor to their value added strategies. Equally, any organisation will also be managing the supply of products and/or services to their customers, be they internal or those from other external organisations, consumers or the general public. This module is designed using the CIPS Procurement Cycle as its basis.

Rationale:

As stated in the Framework for Cooperation in the provision of Career Development (Information, Advice and Guidance) Services in South Africa, dated October 2012, the development of a skilled and capable workforce to support an inclusive growth path is an accepted national priority. This qualification is presented in support of the framework, especially with reference to the stated need for the establishment of standards of competence for persons delivering career development related services. As no formal registered qualification or competency standards exist for persons delivering Career Development Information Services in South Africa, this qualification seeks to address this.

 

A large number of persons will have to be trained to meet the national demand for Career Development Information Officers. The immediate demand is estimated at some 10 000 beneficiaries from government institutions such as schools, relevant government departments and educational institutions. This qualification will also serve the needs of Non-Governmental Organisations and private initiatives that provide career development information services to their clients.

Purpose:
The purpose of this qualification is to prepare a learner to:
Plan, prepare for, coordinate, implement and evaluate learning programmes to achieve occupational trainee competence.

A qualified learner will be able to:

  • Establish the profile, special needs and barriers to learning of learners within the specified requirements of the training programme.
  • Prepare, adapt and align learning materials and resources for a training intervention in the workplace.
  • Deliver training, evaluate and report on a learning intervention in the workplace.
  • Gather evidence and make assessment decisions using given assessment tools.

    Rationale:
    There has long been an expressed need for a training qualification suitable for workplace trainers across all industries, enterprises and training organisations at NQF Level 4 competencies.

    The Occupational Trainer is a qualified technical or occupational expert who is equipped with the ability to deliver training in their specific field of expertise. This NQF Level 4 qualification is aimed at potential or existing trainers who are responsible for delivering occupational learning programmes to trainees in the workplace. The occupational trainer must have current knowledge of the industry, the workplace and job/role of the person being trained and assessed.

    The development of the capacity of Occupational Trainers through this qualification to deliver quality learning was recognised as a national priority by the Department of Labour at the initiation of the Quality Council of Trades and Occupations (QCTO) and the Occupations Qualifications Sub Framework (OQSF). It is also listed on the National Scarce Skills list: Top 100 occupations in demand.
    The main aim of this qualification is to:
  • Build and maintain the quality of provision of workplace training, given the important role it has to play more broadly within occupational training.
  • Raise the status of those who facilitate learning in an industry or trade context.
  • Begin a process for the on-going professional development of occupational education and training practitioners.

Rationale:

The need for effective and humanising public service delivery is manifested in key government policy and legal documents, including the Constitution of the Republic of South Africa (1996) and the White Paper on Transforming Public Service Delivery DPSA: 1997), amongst others. The Occupational Certificate: Office Administrator: Public Service Administrator seeks to provide for the needs of employees in the public sector with diverse qualifications, but who have or aspire to enter the managerial cadres. The qualification is characterised by its management-orientated approach as the duties of manager demand expertise that would normally not have been included in the undergraduate study.

 

Further, the qualification incorporates the eight Batho Pele principles which were devised to guide the implementation of public service delivery. These principles are: consultation; setting standards; increase access; ensuring curtsey; providing information; openness and transparency; redress and value for money.

The Occupational Certificate is aimed at enhancing the various key functional elements of the work of a Public Service Administrator, namely:

  • Planning - working out in broad outline the things that need to be done and the methods for doing them to accomplish the purpose set for the enterprise.
  • Organising - the establishment of the formal structure of authority through which work subdivisions are arranged, defined, and coordinated for the defined objective.
  • Staffing - the whole personnel function of bringing in and training the staff and maintaining favourable conditions of work.
  • Directing - the continuous task of making decisions and embodying them in specific and general orders and instructions and serving as the leader of the organisation.
  • Coordinating - the all important duty of interrelating the various parts of the work; OR the common thread that runs through all the activities of the organisation.
  • Reporting - keeping those to whom the executive is responsible informed as to what is going on, which thus includes keeping himself/herself and his/her subordinates informed through records, research, and inspection.
  • Budgeting - with all that goes with budgeting in the form of planning, accounting and control.
     

The learners will be internally assessed after they have completed the Theoretical and Practical components. The workplace component will be signed off by the relevant workplace/s. This will give the learners access to the External Integrated

Summative assessment. An assessor registered by the AQP at approved assessment centres will conduct the external assessment through a theoretical practice based assessment.

This EISA consists of seven (7) integrated assessment focus areas. The assessment will be a two-day assessment, which will consist of the following:
